Flatiron has elevated Javier Sevilla Roca from president and chief operating officer to CEO, the Broomfield, Colorado-based civil construction company announced in a June 14 news release. As CEO, Roca will continue guiding the company as it focuses on emerging growth markets, per the release.
Roca’s emphasis on community and employee engagement, operational excellence, innovation and sustainability has generated industry-leading safety results and long-lasting client relationships, said Juan Santamaria, CEO of Hochtief AG, Flatiron’s parent company, in the release.

“Javier is a valued, visionary leader in the Hochtief family of companies. I am pleased to have him assume the CEO role at Flatiron,” said Santamaria. “Javier has played a pivotal role transforming the company to become a leader in collaborative-delivery project contracts — achieving effective risk mitigation and providing exceptional value to clients.”
Currently ranked in the top 50 of Engineering News-Record’s Top 400 Contractors, Flatiron is building on its highway, rail and transit, bridges and aviation expertise to focus on water and wastewater facilities, resilience and sustainable mobility, according to the release.
Prior to joining Flatiron in 2013 as COO, Roca was CEO of Pulice Construction, a heavy civil general engineering contractor and construction management firm headquartered in Scottsdale, Arizona.
Roca built the foundation for his career in Spain at the project level for Dragados, a global infrastructure construction company, per the release. He served as project director for the Perpignan-Figueres high-speed rail project, which connects cities in France and Spain. Later he became district manager for Dragados in the Catalonia region of Spain.
Roca holds a master’s degree in civil engineering from the University of Granada in Spain.
