Why they say it. It can be literally true, or a way to create distance and avoid owning the decision. Either way, they are signaling there are other people you have not yet won.
Do not: Do not try to go over their head or pressure them to decide alone, which burns your internal champion.
Say this
Makes complete sense, decisions like this should not be made by one person in a vacuum. I would love to help you sell it internally rather than just hand you a deck and hope, because you should not have to do my job for me. Who else needs to weigh in, and what do they care about most so we can speak to it directly?
Then ask. If it were entirely your call, would you move forward, or are you not personally sold yet either?
