Why they say it. Either the budget is genuinely allocated elsewhere, or they have not yet seen enough value to create budget, which they can always do for the right priority. No budget often means not a priority yet.

Do not: Do not immediately offer a discount or walk away, which treats a priority problem like a pricing problem.

Say this

I hear you, and no budget is usually less about the money existing and more about where this sits on the priority list. Budget tends to appear fast when something is clearly tied to a number leadership already cares about. If we could show this pays for itself inside the year, would it be worth finding the budget, or is this truly off the table for the cycle?

Then ask. What would this need to be worth for budget to stop being the obstacle?
